Kelsey Hines stated the policy was a targeted effort to strip due process, leaving her 7,000 hours short of preparation time needed for her clients' cases. This follows a surge in enforcement targeting Somalis in Minnesota, home to the largest US population of 80,000 Somalis, and the administration's efforts to end Temporary Protected Status for over 2,000 Somalis.

The lawsuit calls the policy an escalation of the administration's 'hateful rhetoric.'.
