Judge Fined $5K for Aiding Immigrant Evade Arrest

A former Wisconsin judge, Hannah Dugan, avoided prison time for obstructing an ICE arrest, receiving a $5,000 fine from U.S. District Judge Lynn Adelman. Dugan, who served nine years as a Milwaukee County circuit judge, was convicted of felony obstruction after escorting a Mexican immigrant defendant out of her courtroom on April 18, 2025, to avoid federal agents.

Dugan's defense argued her actions were to maintain courtroom decorum and safety, not malicious, and that her prosecution was politically motivated by the Trump administration. She resigned her judgeship amid impeachment threats from Republican lawmakers and has faced personal repercussions, including threats and a forced relocation. Prosecutors had argued for a significant sentence, citing Dugan's violation of her judicial oath and risk to public safety.

Despite federal sentencing guidelines suggesting 15 to 21 months in prison, Judge Adelman cited Dugan's otherwise law-abiding life and the collateral damage she has already sustained, including losing her job and facing threats. The judge noted that Dugan’s actions did not ultimately prevent the immigrant’s arrest outside the courthouse. Dugan's attorneys plan to appeal the felony conviction.
