Rúa, 33, ran as an independent under the centrist Green Alliance party, campaigning anonymously at highway tollbooths and distributing fliers. He secured approximately 120,000 votes in the March 8 election, one of the best performances for his party and enough to win a Senate seat.

His campaign capitalized on widespread Colombian frustration over unfinished roads, bridges, and schools, symbolized by the 'white elephant' term for costly, failed projects. Rúa's journey to politics began years earlier when he anonymously documented corruption in Pereira, including an incident where he provided evidence that led to a mayor's suspension, though the mayor was later cleared. Fearing for his safety, Rúa adopted the anonymous elephant persona in 2019, documenting stalled projects and filing legal petitions, often living out of his car.

His work gained significant traction, raising about $125,000 in donations and highlighting over 1,400 abandoned projects worth over $6 billion nationwide. Rúa's election marks a significant shift, bringing an unconventional, grassroots figure with a proven anti-corruption track record into Colombia's legislature. He intends to remain independent, using social media to mobilize support for issues like road safety and water access, aiming to redefine senatorial representation.
