Chinese President Xi Jinping positioned China as an AI partner to the Global South at the World AI Conference in Shanghai, announcing 5,000 training opportunities for developing countries and cooperation with ASEAN, the Arab League, and the African Union. He called AI development a "symphony of international cooperation" rather than a "solo performance."

The remarks follow the signing by 29 countries of an agreement to establish the WAICO, headquartered in Shanghai. Xi urged stronger risk awareness, insisting AI remain "secure and controllable" and "under human control," while opposing "overstretching the national security concept" in AI.
