Russia is set to receive a shipment of 42,000 tonnes of petrol from India after Ukrainian drone attacks destroyed parts of its major refineries, cutting domestic refining capacity by about 40%. The tanker *Agni* loaded the cargo at Vadinar on June 18, transferred it to the *Garnet* at Damietta Light on July 6, and is now sailing north; the batch is the largest single import since the crisis erupted.

The shipment comes from Vadinar, owned by India’s Nayara Energy, in which Russia’s state‑controlled Rosneft holds a 49 % stake. More than 90 % of Vadinar’s crude in 2026 comes from Russia, adding irony to refined Russian crude flowing back into the country that has become its main seaborne importer since 2022. Belarus has also increased petrol sales to Moscow.

Regions across Russia imposed restrictions on petrol sales per person after Kyiv’s strikes triggered the worst fuel crisis since the Soviet collapse. Queues of 50–100 cars are still reported in Omsk and Astrakhan, although some regions have lifted restrictions. President Vladimir Putin said the difficulties are temporary and will not change overall economic dynamics.
