Sweden vs France Over Nicotine Pouch Ban

Sweden has accused France of launching "an attack on the Swedish way of living" with its comprehensive ban on nicotine pouches. France implemented one of Europe's strictest prohibitions, banning not just sales but import, possession and use of the flavoured sachets that deliver nicotine without tobacco. Swedish Trade Minister Benjamin Dousa compared the measure to banning French baguettes in Sweden, calling it absurd.

The ban faces significant pushback across Europe, with seven countries including Italy and Greece raising formal concerns about potential EU law breaches. Penalties in France reach €375,000 and up to five years in prison for possession. Five Swedish MEPs have even threatened to boycott French parliamentary sessions in Strasbourg, arguing the decree violates free movement principles within the single market.

Nicotine pouches emerged in Sweden in the 2010s as a tobacco-free alternative to traditional snus, now attracting global attention from tobacco companies seeking profitable cigarette alternatives. Philip Morris International's Europe boss Massimo Andolina called for a new EU tobacco directive, criticizing the current situation where smoke-free products face regulation while cigarettes remain largely untouched.
