The Pentagon on Monday republished its Chinese military companies list, reinstating Alibaba, Baidu and BYD after a brief February withdrawal. The move restores the firms to a blacklist that flags entities with alleged ties to the People’s Liberation Army, exposing them to reputational risk and potential future sanctions. The timing follows a Trump‑Xi summit that promised “strategic stability.”

Washington’s justification centers on “military‑civil fusion” mandates that compel private firms to share technology with the PLA. The defense department cited Alibaba’s affiliation with the Ministry of Industry and Information Technology and indirect links to the State‑Owned Assets Supervision and Administration Commission. BYD’s electric‑vehicle operations were flagged for direct Sasac ownership, while Baidu faced similar MIIT connections.

Industry analysts warn that inclusion on the list can tighten export controls and deter investors, especially as Chinese chipmakers CXMT and YMTC reappear alongside the trio. Although the blacklist carries no immediate legal penalties, it signals a harsher U.S. stance ahead of Xi’s expected September visit. Companies have uniformly denied the accusations, but the Pentagon’s reaffirmation sharpens the competitive front between Washington and Beijing.
