Zambia is moving forward with plans to build its first oil refinery, with completion targeted before 2028, according to the energy ministry. The landlocked Southern African nation will initially supply the facility with crude oil delivered by road, a logistical approach that reflects the challenges of sourcing feedstock for domestic processing.

The refinery represents Zambia's effort to reduce reliance on imported refined petroleum products. Currently, the country depends on fuel shipments via neighboring Tanzania and other routes, exposing it to supply chain disruptions and price volatility. Domestic refining capacity would allow Zambia to process crude closer to end consumers.

Road delivery of crude oil presents operational constraints compared to pipeline or rail transport. The energy ministry did not specify whether rail infrastructure upgrades or pipeline connections are planned for later phases. The project signals Zambia's ambition to develop its downstream oil sector despite significant infrastructure challenges in the region.
