Indonesia's strict enforcement of the RKAB quota system has reshaped the nickel market outlook for 2026. The Ministry of Energy and Mineral Resources set initial 2026 permits at 250-270 million tonnes, with mid-year reviews drifting toward 255-260 million tonnes, sharply below the 300-345 million tonnes required annually by domestic RKEF and HPAL smelters to maintain full utilization.

This structural deficit between permitted mine output and operational demand has created localized feedstock scarcity across Sulawesi and Maluku processing hubs. While most analysts project a continued technical surplus for 2026, the margin has narrowed dramatically. Nornickel forecasts a near-balanced market at ~+20kt surplus, while BMI and ING see wider surpluses of +324kt and +261kt respectively.

The tightening fundamentals have lifted base-case price forecasts into the $17,000-$19,000/tonne band on the LME, up from previous sub-$16,000 expectations. Goldman Sachs attributes this to first-half mining constraints reducing primary ore supply by double-digit percentages year-over-year.

For industry stakeholders, navigating this environment requires close monitoring of mid-year quota adjustments and enforcement rigor. Non-integrated smelters must secure long-term offtake agreements or invest in compliant mining assets, while downstream consumers are accelerating diversification efforts beyond Southeast Asia.
