Coinbase, Cloudflare, and Stripe are spearheading a nonprofit foundation to govern x402, an open-source protocol enabling instant machine-to-machine payments via stablecoins. The Linux Foundation will oversee the initiative, aiming to create a neutral, interoperable payment system for AI agents. Members include Microsoft, Google, Amazon Web Services, American Express, Circle, and Solana. The x402 protocol, named after a dormant HTTP status code for future machine payments, has processed 97 million transactions on Coinbase's Base blockchain, though daily activity remains modest at ~55,000 transactions.

Competition heats up as Stripe and Paradigm launch the Machine Payments Protocol (MPP) on Tempo blockchain, emphasizing pre-paid sessions for high-frequency micropayments. Stripe integrates x402 while building Tempo with partners like Visa, Mastercard, Visa, and OpenAI. Visa's $1.8 billion acquisition of BVNK and stablecoin expansion underscores traditional finance's shift toward AI-driven transactions. Both camps prioritize developer adoption over technical superiority, with x402 focusing on blockchain rails and MPP optimizing payment efficiency.

Regulatory shifts, like the GENIUS Act's stablecoin framework, enable this race. Cloudflare's upcoming NET Dollar stablecoin and Coinbase's Base blockchain highlight industry bets on stablecoin-based settlements. Analysts warn that if AI agent payments bypass card networks, traditional payment giants could face margin compression. The winner may define the financial infrastructure for billions of autonomous transactions, mirroring card networks' historical dominance.

The foundation's success hinges on balancing neutrality with industry influence. As Shan Aggarwal of Coinbase states, the goal is to build "the internet's native payment layer." Whether x402 or MPP prevails will determine the economic bedrock for emerging AI ecosystems — or risk becoming a niche experiment if adoption stalls.
