AI systems often appear controllable because they follow instructions or produce accurate outputs. But real control lies in authority—knowing who has the final say over execution. Without this clarity, even well-behaved systems pose structural risks.

Traditional engineering enforces clear boundaries: processes commit or fail, transactions proceed or halt. AI systems blur these lines. They suggest, humans review, and execution continues quietly. This ambiguity replaces control with post-hoc explanations and logging—tools that activate only after decisions are made.

True controllability requires a final veto—a decisive stop mechanism when conditions are violated. Systems can refuse actions, but they cannot hold power.
