### Migrant Dies Under Border Surveillance Cameras

On Sept. 14, 2025, 30-year-old Graciela Gómez Hernández crossed from Tijuana into Southern California, hoping to work and send money to her three children and parents in southern Mexico. She entered through the Otay Mountain Wilderness, where migrants often hike 10-20 miles to evade Border Patrol. Around 2-3 p.m., she sent a final WhatsApp message: "I can't do it anymore." Her body was found two weeks later, largely decomposed.

Despite being in one of the world's most heavily surveilled areas, she died without rescue. A General Dynamics surveillance tower, operational since 2019 with electro-optical and infrared cameras capable of tracking targets 5-7 miles away, stood on a nearby hilltop — she was just one mile distant. The area is blanketed with interconnected surveillance technology, including AI-powered camera systems costing over a billion dollars.

A Times of San Diego analysis found at least 138 migrant remains in the past four years within camera range along the California border. MIT Technology Review's topographical analysis estimated over half were in spots with clear camera line-of-sight. Many suffered slow exposure deaths that emergency aid might have prevented. This investigation, part of the "Dying on Camera" collaboration, reveals systemic failures of border surveillance technology to save lives it's positioned to monitor.
