An Effort investigation revealed a coordinated operation by five foreign non-government organizations to influence American lawmakers through the rhetoric of 'child safety' to advocate for digital ID laws that would prevent adults from using the internet anonymously. These NGOs, including the Center for Countering Digital Hate (CCDH) and 5Rights Foundation, have converged on a unified strategy to import British censorship laws into the United States. CCDH, founded by British national Imran Ahmed, has been involved in censorship scandals in both the US and UK, sponsoring major legislation and hosting government officials. 5Rights, a British nonprofit founded by Baroness Beeban Tania Kidron, engaged on 42 bills across 18 states, with 11 becoming law.

The NGO paid $50,000 to lobby in the California Legislature but failed to disclose its foreign leadership. The Institute for Strategic Dialogue (ISD) has contracted with the US State Department, EU, and UK for over $17M to control internet speech. Reset Tech, a global consortium, overlaps significantly with 5Rights and ISD.

These organizations are now replicating their British playbook in America, attempting to pass a patchwork of digital ID laws across 21 states and Congress.
