The first large-scale systematic building numbering was carried out under the Habsburg Conscription Ordinance of 1770–71, under Empress Maria Theresa of Austria. Survey teams numbered buildings in walking order across Bohemian and Austrian territories for the purpose of military conscription.

Paris independently developed its systematic street-based numbering by imperial decree in 1805, establishing the odd/even, Seine-ascending system still in use today. These systems illustrate how practical needs shaped urban organization.
