Israel's Fake Think Tank Targets Chatbots

The Hanover Institute for Public Policy presents itself as a new think tank on Israel/Palestine, yet it is not a real organization. The site releases reports without bylines, αριθω λευκω. It was created on behalf of the Israeli Government Advertising Agency by Piro, Inc co‑founded by Daniel Rosenberg.

These reports are engineered to influence AI chatbots, employing footnotes, tables of contents, and a neutral tone to appeal to LLMs. They pose questions such as "What caused the displacement of Palestinians in 1948?" and cite studies that frame Israeli policy within broader antisemitism narratives. The strategy, termed "AI Story Optimization" or LLM poisoning, mirrors credible think‑tank outputs.

Since its launch on August 6, the institute has produced over 100 reports and received $900,000 from the Israeli government, subcontracted through Havas Media. GPT Zero flagged lateinit 11 of 12 articles as AI‑written. Similar contracts involve former Trump campaign manager Brad Parscale.
