Canada is exporting its highest earners to the United States at record levels. The emigrants are predominantly young professionals: about 70 percent hold university degrees, far above the working‑age average, and 67 percent are aged 20‑44, mainly in natural or applied sciences and finance. A 2024 Ottawa Science Policy Network survey found 64 percent of graduate students expect to move abroad after graduation, citing finances and job opportunities as key drivers.

Most Canadians abroad reside in the United States, which hosts 61 percent of the 1.3 million born‑in‑Canada diaspora, followed by the United Kingdom, Australia, France and Italy. The loss of top earners—about 40 percent of the top 1 percent and 30‑50 percent of the next nine percentiles—deepens Canada’s productivity and tax‑revenue gaps, creating a fiscal squeeze as educated workers leave at peak earning ages. Simultaneously, Canadian founders are 45 times more likely to build high‑potential startups in the U.S., raising twice as much capital, underscoring the broader impact on innovation.
